I did this metre thing and thought you guys should see it hence me putting this up at all.

No one uses this in-universe. This is likely going to be just a tool for us to use to measure Psychic characters, but Sonia (as an adult) could perhaps invent technology that works similar to this.

Okay. So I had an idea which I am still smoothing out, but the essence of it is if a Psychic gets develeops a bond with a Psychic-Type Pokémon, they shall be able to control their powers independently of their emotions. Meaning, it'll still be quite hard, but being super angry doesn't necessarily mean your powers will burst out of control.

I've got it. Okay, here is the idea:

A Psychic can separate their powers from their emotions via forming a Psychic link with a Psychic-Type Pokémon. Through the link, both parties can feel the emotions of the other, sharing a deep connection that is almost impossible to replicate otherwise. The downside is that this bond is a double-edged sword; if formed incorrectly, it is like a bone breaking and setting wrong. What happens is similar to Sabrina and her Alakazam (the Kadabra seen battling Ash), where the connection is overpowering. The trainer's emotions get completely adopted by their Pokémon. Basically forcing feelings and opinions on the Pokémon, and at the same time completely divorcing them from the Trainer. It's honestly a gamble; there are times when a Trainer and Pokémon just cannot forge the correct type of bond. Agin, like a bone, it is possible to 'break' it and reset it but it requires loss of the first bond, which is often something too painful for both Trainer and Pokémon to undergo.

So still cynical, but a bit more idealistic. Sonia achieves it with Lilith. Still more details I need to smooth out; this isn't set in stone.

Yeah, there are others who are stronger than Sabrina. They are nameless for now. Sonia I bumped down her 'base stats' a bit, but when she's really emotional she goes off scale. And N is the strongest as far as I'm concerned.

Though probably riddled with typos and in need of editing for inconsistencies, this is still the description of Psychic powers.

In terms of telekinesis, each grade has ranges of force (in Newtons) that most of their members fall under:
Epsilon: 0-500
Delta: 0-1500, average 750
Gamma: 100-2500, average 2000
Beta: 100-4000, average 3500
Alpha: 100-6000, average 5000

There are exceptions who go higher, but those are the ones who have deficiencies in other areas.

Epsilon:
Telekinesis: Most Epsilons have telekinesis. It is typically quite weak. A few Epsilons specialise entirely in telekinesis and can be quite powerful with it, but they will not be able to compete with the higher Grades.
Telepathy: Most Epsilons have telepathy. It is typically only of the strength to send and receive thoughts. A few Epsilons specialise entirely in telepathy and can be quite powerful with it, but they will not be able to compete with the higher Grades.
Empathy: Very few Epsilons have empathy. Those that do typically tend to skew greatly or completely towards empathy, but are still very weak with it.
Teleportation: No recorded Epsilon has ever had teleportation.
Foresight: Most have no foresight, but you get a rare few with only foresight. These Psychics are not only ridiculously rare, but probably think they’re schizophrenic or schizotypal. They mostly get visions in dreams which tell them about possibilities or the consequences of a choice they’ll have to make.

Delta:
Telekinesis: Most Deltas have telekinesis. It can be anywhere between the level of an Epsilon to average. A few Deltas specialise greatly or entirely in telekinesis and can be quite powerful with it, but they will not be able to compete with the higher Grades.
Telepathy: Most Deltas have telepathy. It is typically of the strength to send and receive thoughts, access memories, and hear loud thoughts, as well as uncovering and sensing opinions and seeing through lies. A few Deltas specialise greatly or entirely in telepathy and can be quite powerful with it, but they will not be able to compete with the higher Grades.
Empathy: Deltas commonly have empathy. It is typically quite weak and requires effort to use but there are exceptions.
Teleportation: No recorded Delta has ever had teleportation.
Foresight: A very small percentage have foresight, but it is usually very weak. You do get a rare few with only foresight. These Psychics very rare in Delta, and probably think they’re schizophrenic or schizotypal. They generally get vague visions in dreams or suspicions of the wrong and right choices.

Gamma:
Telekinesis: All Gammas have telekinesis. It can be anywhere between the level of an Epsilon to fairly strong. A few Gammas specialise greatly in telekinesis and can be quite powerful with it, able to compete with the higher Grades.
Telepathy: All Gammas have telepathy. It is typically of the strength of a Delta’s on the surface, to send and receive thoughts, access memories, hear loud thoughts, sensing opinions and seeing through lies. Most Gammas do have the ability to visualise and enter the deeper parts of another’s mind through physical contact, but they are usually too weak to break in where people really, really  don’t want them. A few Deltas specialise greatly or entirely in telepathy and can be quite powerful with it, able to compete with the higher Grades.
Empathy: Gammas commonly have empathy. It is typically of a high enough level of strength to send subtle clues all of the time, but does differ from Psychic to Psychic.
Teleportation: Gammas typically have teleportation, but it is of a notably weak variety. Gammas typically have a very small range, around three to six hundred meters in diameter, and find it very difficult to teleport places they can’t visualise. They also have a slower teleportation and it is generally imprecise, as well as leaving them disoriented. There are exceptions which cannot teleport at all, or those who can teleport to the level of a higher grade, but they specialise.
Foresight: A minority have foresight, but it is usually practically useless at worst to mediocre at best. You do get a rare few who specialise heavily in foresight. These Psychics are quite rare. Their abilities typically extend to sensing what is the correct choice to make, having vague prophetic dreams, and getting impressions of the futures of other people.

Beta:
Telekinesis: All Betas have telekinesis. It can be anywhere between the level of an Epsilon to powerful. They can be more powerful, but this usually means they have a sizeable deficiency somewhere else.
Telepathy: All Betas have telepathy. They can easily perform the generic, to send and receive thoughts, access memories, hear loud thoughts, sensing opinions and seeing through lies. Most Betas do have the ability to visualise and enter the deeper parts of another’s mind with or without physical contact, and with incredible effort can break in where people really, really don’t want them. Some are less powerful in compensation for another ability. They can be more powerful, but this usually means they have a sizeable deficiency somewhere else.
Empathy: All Betas have empathy. It is typically of a level that cues the Beta in on the emotions of either all people in a certain range or on anyone the Alpha is focusing on, and differs from Psychic to Psychic. They can be more powerful, but this usually means they have a slight deficiency somewhere else.
Teleportation: All Betas have teleportation, but it varies widely. Betas typically have an average area of six to nine hundred metres in diameter, and find it slightly difficult to teleport places they can’t visualise. They also have a slower teleportation and slight imprecision, as well as leaving them slightly disoriented. There are exceptions which are worse, or can teleport to a higher level, but this usually means they have deficiency somewhere else.

They can be more powerful, but this usually means they have a very sizeable deficiency somewhere else.
Telepathy: All Alphas have telepathy. They can easily perform the generic, to send and receive thoughts, access memories, hear loud thoughts, sensing opinions and seeing through lies. Alphas do usually have the ability to visualise and enter the deeper parts of another’s mind with or without physical contact, and with incredible effort can break in where people really, really don’t want them. They can be more powerful, but this usually means they have a sizeable deficiency somewhere else. A very rare few have the ability to send their psychic energy out of their bodies in a short area, and it was rumoured that this is a vestige of the long-lost ability of mental possession. This can also be possessed by Psychics of other Grades with particularly high telepathy.
Empathy: All Alphas have empathy. It is typically of a level that constantly picks up on the emotions of either all people in a certain range or on anyone the Alpha is focusing on, and differs from Psychic to Psychic. Some are less powerful in compensation for another ability. They can be more powerful, but this usually means they have a slight deficiency somewhere else.
Teleportation: All Alphas have teleportation, but it varies widely. Betas typically have an average area of nine to twelve hundred metres in diameter, and find it slightly difficult to teleport places they can’t visualise. They also have a less hampered teleportation speed and very little imprecision when compared to other grades, and are usually less disoriented. Some are less powerful in compensation for another ability. There are exceptions which can teleport to a higher level, but this usually means they have a sizeable deficiency somewhere else.
Foresight: A minority have foresight, but it is usually practically useless at worst to mediocre at best. You do get a rare few who specialise significantly or heavily in foresight. These Psychics are quite rare. Their abilities typically extend to sensing what is the correct choice to make, having vague prophetic dreams, getting impressions of the possible future of other people they meet, and being able to get impressions from consciously trying to sense thoughts.
Dual Typing: A side effect of very powerful Psychic abilities is the unlocking of the Dual Typing genetic code. The three types that can possibly be dual typed are Fire, Ice and Electric. They are mutually exclusive. Psychics with this ability typically have fairly limited usage. They can create small amounts of fire, ice and electricity respectively from their Psychic energy and manipulate existing fire, frost and electricity inside a circumference. In dire circumstances, the may gain resistance to the effects of their respective elements, like a fire Psychic emerging with burns from a burning building he should have died in, or an electric Psychic being struck by lightning and emerging alive and free from brain damage, or an ice Psychic being stranded in a frozen wasteland and not getting frostbite, pneumonia, hypothermia or other ailments. However, it is very difficult and taxing to use, without exception. However, it is a Psychic ability which technology hasn’t found a way to restrict yet, as it isn’t entered where other powers are. Not that it’s all that helpful, because of the incredible difficulty involved in using these powers.

Desiree Tessera:
Desiree Tessera grew up in a small, lesser-known town somewhere on the border between Kanto and Johto, eldest sibling of three others. When she was eighteen she left for Saffron City, pursuing a job as a journalist and news reporter alongside her partner, Gigi, a Girafarig. After studying investigative journalism, she applied successfully, and she was just glad to have a job which allowed her to do what she was passionate about.
When she turned twenty-three, disaster struck. During a report on live television, her Psychic powers activated and she made most of the lights burn out. In a telekinetic burst, the overhead lights fell on the set, almost killing her and severely wounding Gigi, landing directly on her hind legs.
Desiree’s life was ruined. Gigi was taken away to be cared for, her hind legs permanently ruined. And Desiree, discovering the link between emotion and power, was unable to pursue her passion of finding stories and sharing them with the world. She needed to feel to do her job, to investigate and write and publish and report, and her Pokémon was terribly injured because of her. The two things she loved in life were taken away from her. The one thing she had left was her ability to feel, something inherently precious. 
Desiree was instructed to go to the Saffron City Gym. Desiree refused, wishing to hold on to her feelings. After many warnings, two people were sent to bring her in. Desiree killed one and wounded the other, escaping by teleporting and escaping into inland Kanto. Desiree found that she held no remorse over the death she had caused, and with her teleportation, it was all too easy to steal and remain free. Her powers may have been slightly imprecise, but they did (mostly) what she wanted, with some collateral damage. A few others were sent to apprehend her, resulting in three more dead and five severely wounded.
The surefire way to anger Desiree was to dismiss the problems Psychics had to face in favour of controlling them. Desiree loathed how easily people dismissed the effort most Psychics had to put in to control themselves to save the skins of the people insulting them and constantly running their lives. Desiree wished for a world in which Psychics were allowed to do what she’d done and leave their emotions uncontrolled and unsuppressed. Desiree’s actions and thoughts openly echoed the secret wishes of many Psychics, that someday Psychics would come out on top and they would no longer be controlled or subjugated. Desiree, knowing she was in a unique position, decided to take action.
She sought ought and murdered three prominent anti-Psychics; a Johtoan news reporter, a visiting Sinnohan politician who’d been campaigning for more anti-Psychic measures in Sinnoh, and a Kantoan anti-Psychic activist. The last one went slightly wrong, as her powers went out of control and the world was alerted to who was performing the killings.
Assured that she was in the right, Desiree continued to find targets, but far fewer than before the world was alerted to her. Before those three deaths, she’d been a rogue Psychic with a death count. Now she was a Psychic serial killer.
The International Police became involved. In one town, someone tried to apprehend her. Her response was to release a telekinetic burst which severely damaged a whole suburb, murdering sixteen people.
It wasn’t long before a piece of anti-Psychic legislation came up, aiming to transfer some of Johto’s laws and programs into Kanto, if in a milder format. Many Psychics and pro-Psychics instantly began to campaign against it, but it didn’t seem to have much affect. Desiree decided to take matters into her own hands and take out some of the anti-Psychic voters.
Desiree killed another five people, all politicians, all having said or heavily implied they would vote anti-Psychic. In the murder or the fifth, it got slightly out of hand, resulting in the death of the politicians husband and two children. Her powers, though mostly complying with what she wanted, sometimes acted of their own accord. Desiree was unmoved, however, by the family’s death, even as the rest of the region grew angrier and angrier with her actions and Psychics in general and Psychics everywhere rushed to denounce her.
In the sixth politician’s case, Simon Bennett, Desiree killed him and his wife, and attacked their son. However, one security camera remained on and help arrived before the boy could be killed. Desiree tried to escape and was caught, too emotional to teleport accurately. She was, however, declared insane and incarcerated rather than executed.
Much of legislation passed anyway, Kanto newly enraged with Psychics after her actions, but Desiree remains one of Kanto’s most damaging and embarrassing Psychic incidents.

Pokémon:
Gigi: If you saw her in person, you wouldn’t recognise her. A quiet, humble and sweet little Pokémon, but with incredible determination and curiosity, perfect for journalism. She was always Desiree’s best friend. After the accident, with her legs ruined, she was transferred into Oak’s care and remains there to this day. She is very happy with Oak, and is saddened by how far her former trainer fell.
